Mrs. Doris K.K. Mwinga is a Consultant, legal practitioner specialized in legislative drafting of statutes both principal and subsidiary. She serves as the Chairperson of the Ciheb Zambia Board of Directors

Mrs. Doris K.K. Mwinga is a part time Honorary Lecturer at the Zambia Institute of Advanced Legal Education (ZIALE) where she lectures in Legislative Drafting and Law in Development and a member of the ZIALE Board of Examiners. She holds a Bachelor of Laws (LLB) from the University of Zambia, Master of Laws degree (LLM) from the University of Calgary, Canada, Diploma in Legislative Drafting (University of Zimbabwe), and Certificate in Legislative Drafting and International Law (London), Advocate of the High Court and Supreme Court for Zambia. She is the former Clerk of the National Assembly of Zambia and former Chief Parliamentary Draftsman at the Ministry of Justice. She has previously served as President of the Association of Secretaries General of Parliaments of the Inter-Parliamentary Union. She has expertise in drafting of environmental regulations both locally and internationally.
